Blackburn with Darwen Council | Medi-Park Masterplan.

A feasibility and development strategy was prepared for a council owned site adjacent Royal Blackburn Hospital examining options for a health focused campus, supported through a collaboration between BwDBC, Royal Blackburn Teaching Hospital, & East Lancashire.

The outcomes:

A 3.9 ha / 9.64 acres Health Innovation Campus.
6,750 m2 New staff / training office.
CAMHS facility.
Space for Medi-Tech companies to locate.
3.5ha employment site accessible to national motorway network.
150 affordable key worker & 150 new family homes on adjacent council-owned site.

Preparing asset delivery plan for Lancashire Combined Authority.

On behalf of the shadow Lancashire Combined Authority, we prepared and submitted a Stage 2 Services and Assets Delivery Plan, for entry into the One Public Estate (OPE) programme- covering 13 local authorities.

We prepared the business case and provided the Local Government Agency and Government Property Unit with an application that aligned to the OPE objectives of:

Creating economic growth.

More integrated customer focused services.

Generating capital receipts.

Creating growth and prosperity in the north through ambitious design and development.

A council in the north needed a bold and ambitious masterplan that would attract investment and restore pride and prosperity in its town centre.

Our placemaking team prepared design briefs for key projects that would create growth and form the basis of a draft masterplan.

We identified eight priority projects which included:
• Creating a public transport hub.
• Improving public spaces, so the town can host more events and festivals.
• Increasing the number of homes by converting disused buildings.

Our funding experts helped to secure an additional £900,000 in funding to allow the project to progress and following public consultation, the council’s cabinet approved the draft masterplan.

We secured public sector funding of £10m to deliver four phases of development creating more than 100,000ft sq of workspace for digital and creative enterprises, culminating in the recent opening of Digital House in Liverpool, a home for high-value digital businesses.

Baltic Creative CIC has worked with Capita since 2009 to secure funding for its ambitious growth plans. When it unveiled plans to create new developments in Liverpool, it turned to us for help in securing vital government funding.

Our experts used their years of experience in property, funding and regeneration to build strong business and economic models to support the business case for redeveloping Digital House into a state-of-the-art home for new creative businesses, ensuring that it met the government’s preferred format for funding applications.

With the support of our Planning Policy team, North Tyneside Council was the first local authority in the North East to have its Local Plan adopted. The Plan was shaped by extensive community consultation:

All 92,000 households in the borough were written to three times:

An online consultation was also held each time.
44 public events were held, attended by 1,300 people.
More than 10,000 comments were received.

Forest Hall Public Realm

Capita was commissioned by North Tyneside Council to design and deliver public realm improvements to the Forest Hall shopping area.

Two design concepts were developed and then residents and businesses were asked to vote for their preferred choice at a number of consultation events held at the local library.

Ahead of delivery of the chosen scheme, the Construction team held a drop-in event to explain how the works would be delivered. Engagement then continued right through the delivery of the project and included:

11 e-bulletin updates.
7 letters to local businesses.
A post-scheme questionnaire, which showed 86 % of those surveyed said they had received information about the works.

Improving Windsor Castles Visitor Experience.

Our planning resilience team has been working alongside Windsor and Maidenhead Council’s planning team to help maintain the high standards of planning service excellence for the community and visitors to the borough.

Due to a shortage of resource in the council’s planning department, four members of our planning resilience team worked seamlessly alongside the council’s existing planners to process 120 minor applications which included applications for a new admission and visitors centre at Windsor Castle, school extensions, housing developments, retail uses and agricultural buildings.

Brent Cross mixed-use regeneration scheme.

Brent Cross is a £4billion mixed-use regeneration scheme covering 150 acres in North West London.

Capita supported the London Borough of Barnet to facilitate the construction of a new 4 platform Train Station, Brent Cross West Station to serve a new housing development of 7,000 homes and 4m square feet of employment space.

In doing so, Capita led the procurement process to secure the Council’s JV development partners and lead on the programme management, detailed, as well as design and procurement of the station and parts of the road infrastructure up to the construction phase.

Delivering Barnet Council’s Accommodation Improvement programme.

Barnet Council Accommodation Improvement Programme aims to deliver in excess of £40M of net accommodation savings across the property portfolio and allow the Council to move towards a more agile model of working.

Our team worked with the Council to develop the concept design within the Colindale Regeneration Area which was seen as a major commitment to the economic regeneration of the locality. We led on all the major deliver strands of the project including design, planning, procurement, contract and developer management and delivery, and works completion and aftercare.

Manging the delivery of the £40m SPA projects in Barnet.

The SPA Projects involved the delivery of two new state of the art leisure facilities within the Borough of Barnet. Contributing significantly towards the Councils Sports and Physical Activity commitments.

Completion and aftercare of the buildings was extremely important given they were public serving assets and operated by a 3rd party Leisure Provider GLL. The Council therefore had obligations in respect of timeliness of delivery (to avoid lost revenue penalties form GLL) and also quality of finish and reliability.

We worked with the contractor to carefully plan the handover process, ensuring defects identification and rectification commenced early on and that the witnessing and commissioning of all systems was rigorous and robust. We also ensured the training of operational staff was implemented in plenty of time, and that operational and maintenance files were clear concise and readily available for handover.
